1. Approve the attached:

1) The procedure for maintaining the state cadastral valuation data fund and providing information included in this fund (hereinafter referred to as the Procedure) (Appendix No. 1);

2) A list of other information about the cadastral value, the procedure and grounds for its determination, the requirements for their inclusion in the data fund of the state cadastral valuation (hereinafter - the List) (Appendix N 2).

2. Recognize as invalid:

1) Order of the Ministry of Economic Development of Russia dated February 21, 2011 N 53 "On approval of the procedure for maintaining the data fund of the state cadastral valuation and providing information from this fund"(registered by the Ministry of Justice of Russia on June 2, 2011, registration N 20934);

2) Order of the Ministry of Economic Development of Russia dated March 2, 2012 N 100 "On amendments to the procedure for maintaining the data fund of the state cadastral valuation and providing information from this fund, approved by order of the Ministry of Economic Development of Russia dated February 21, 2011 N 53"(registered by the Ministry of Justice of Russia on April 28, 2012, registration N 24026);

3) Order of the Ministry of Economic Development of Russia dated April 22, 2013 N 215 "On amendments to the procedure for maintaining the data fund of the state cadastral valuation and providing information from this fund, approved by order of the Ministry of Economic Development of Russia dated February 21, 2011 N 53"(registered by the Ministry of Justice of Russia on July 1, 2013, registration N 28933);

3. Inclusion in the data fund of the state cadastral valuation of information about the cadastral value of real estate objects, provided for by subparagraph "c" of paragraph 5 of the List, is carried out in relation to the cadastral value of real estate objects, information about which was entered in the Unified State Register of Real Estate from January 1, 2017.

4. This Order shall enter into force in accordance with the established procedure, with the exception of subparagraph "k" of paragraph 8 of the Procedure, which shall enter into force on January 1, 2020, and paragraph 5 of the List, which shall enter into force on January 1, 2019.

Appendix N 1. The procedure for maintaining the data fund of the state cadastral valuation and providing information included in this fund

I. General provisions

1. This Procedure for maintaining the data fund of the state cadastral valuation (hereinafter referred to as the Data Fund) and providing information included in this fund establishes the rules for maintaining the Data Fund, including the inclusion of information and materials used in the conduct of the state cadastral valuation and formed as a result of its carrying out, information on the cadastral value of real estate objects contained in the Unified State Register of Real Estate (EGRN), on the procedure and grounds for determining the cadastral value, information obtained during the monitoring of the real estate market, as well as the rules for providing information from the Data Fund.

2. The Data Fund includes information and materials used in determining the cadastral value and formed as a result of its determination, information on the procedure and grounds for determining the cadastral value received by Rosreestr, as well as information obtained during monitoring of the real estate market.

3. The Data Fund is maintained by the Data Fund operator, which is Rosreestr.

II. Procedure for maintaining the Data Fund

4. The data fund is maintained on electronic media.

5. The Data Fund is maintained using the automated information system of the Data Fund (AIS FD GKO) and the automated information system "Real Estate Market Monitoring" (AIS MRN).

6. The Data Fund is maintained using standardized hardware and software that meet the requirements of the legislation of the Russian Federation on information, information technologies and information protection and ensure automated entry of information and placement of materials in the Data Fund.

7. In order to maintain the Data Fund, when monitoring the real estate market, Rosreestr collects the following information:

b) real estate market data obtained in accordance with paragraph 7 of Article 8 of the Federal Law of July 3, 2016 N 237-FZ "On State Cadastral Valuation"(Collected Legislation of the Russian Federation, 2016, N 27, Art. 4170) (hereinafter - the Law on State Cadastral Valuation).

8. The Data Fund includes information and materials provided for by -, - 22 of the Law on State Cadastral Valuation, in particular:

a) a copy of the decision to conduct a state cadastral valuation;

b) a list of real estate objects formed by Rosreestr subject to state cadastral valuation;

c) information and materials contained in interim reporting documents, which are a draft report on the results of the state cadastral valuation (hereinafter referred to as interim reporting documents), in the following volume:

the body of said draft report in the form of an electronic document;

information about real estate objects, the cadastral value of which is determined, contained in files in XML format (hereinafter referred to as XML files), generated in accordance with paragraph 13 of the Requirements for the report on the results of the state cadastral valuation approved Order of the Ministry of Economic Development of Russia dated June 9, 2017 N 284(registered with the Ministry of Justice of Russia on August 21, 2017, registration N 47879);
(Paragraph as amended as of December 29, 2018 Order of the Ministry of Economic Development of Russia dated November 16, 2018 N 638.

d) information about the location of intermediate reporting documents on the official website of a budgetary institution established by a constituent entity of the Russian Federation and empowered to determine the cadastral value (hereinafter referred to as the budgetary institution), in the information and telecommunications network "Internet";

e) information on the procedure and deadlines for submitting comments to interim reporting documents;

f) a copy of the act on the approval of the results of determining the cadastral value, including information on the dates of its publication and entry into force;

g) a report on the results of the state cadastral valuation, drawn up in the form of an electronic document;

h) information on the results of determining the cadastral value by a budgetary institution in accordance with Article 16 of the Law on State Cadastral Valuation ;

i) information on the results of determining the cadastral value by a budgetary institution based on the results of correcting technical and (or) methodological errors;

j) real estate market index calculated in accordance with Article 19 of the Law on State Cadastral Valuation ;

k) a copy of the decision to determine the cadastral value of the real estate object in the amount of its market value and a report prepared in the form of an electronic document on the assessment of the market value of the real estate object, on the basis of which the cadastral value was disputed (in relation to the real estate object, the cadastral value of which was determined in the amount of its market value); cost).

9. When maintaining the Data Fund, draft reports on the determination of the cadastral value and (or) reports on the determination of the cadastral value received by the Rosreestr from the contractor for determining the cadastral value, selected in accordance with, are analyzed in part:

a) compliance of the form of the draft report on the determination of the cadastral value and (or) the report on the determination of the cadastral value with the provisions established paragraph 1.3 of the requirements for the report on the determination of the cadastral value approved Order of the Ministry of Economic Development of Russia dated July 29, 2011 N 382(registered by the Ministry of Justice of Russia on November 24, 2011, registration N 22383), with changes contributed Order of the Ministry of Economic Development of Russia dated April 6, 2015 N 201(registered by the Ministry of Justice of Russia on May 8, 2015, registration N 37223) (hereinafter referred to as the Requirements for the report on determining the cadastral value);

b) the possibility of viewing, extracting and copying the files contained on the electronic media as part of the draft report on the determination of the cadastral value and (or) the report on the determination of the cadastral value;

c) the presence on electronic media of XML files created on the basis of XML schemas posted at the time of the conclusion of the relevant contract for the work to determine the cadastral value on the official website of Rosreestr in the information and telecommunication network "Internet" in accordance with paragraph 6 of the Report Requirements on determining the cadastral value, as well as the compliance of XML files with the specified XML schemas;

d) compliance of the number of real estate objects contained in XML files with the number of real estate objects included in the corresponding list of real estate objects subject to state cadastral valuation (except for cases when such a discrepancy is provided for by the legislation of the Russian Federation and (or) the contract for the valuation).

10. Draft reports on the determination of the cadastral value and (or) reports on the determination of the cadastral value received by Rosreestr from the contractor for determining the cadastral value, selected in accordance with Article 24.14 of the Law on Valuation Activities, in case of non-compliance with at least one of the requirements specified in paragraph 9 of this Procedure, are not subject to inclusion in the Data Fund.

11. Information and materials are included by Rosreestr in the Data Fund within five working days from the date of their receipt, unless otherwise provided Law on State Cadastral Valuation or Law on appraisal activity.

III. The procedure for providing information from the Data Fund

12. Information and materials contained in the Data Fund are open and public, with the exception of information and materials containing information, access to which is restricted by federal laws.

13. The information contained in the Data Fund is provided by applying to the AIS FD GKO and AIS MRN.

5) information on the cadastral value, including with the status of the entry "redeemed", in relation to each property contained in the Unified State Register of Real Estate (EGRN), including the following information:

a) the value of the cadastral value;

b) the date of entering information on the cadastral value in the USRN;

c) information on the cadastral value in the amount provided for the procedure for maintaining the Unified State Register of Real Estate approved Order of the Ministry of Economic Development of Russia dated December 16, 2015 N 943(registered by the Ministry of Justice of Russia on March 25, 2016, registration N 41548), with changes contributed Order of the Ministry of Economic Development of Russia dated October 27, 2016 N 679(registered by the Ministry of Justice of Russia on December 23, 2016, registration N 44907).
